Unlike a state-issued trade license (a journeyman electrician license, for example), ICC certification is national in scope, not tied to one state's licensing board, administered through the International Code Council directly rather than a state agency. The content draws from the International Residential Code (IRC) and related International Codes ICC itself publishes, which is also why the credential travels across jurisdictions that recognize ICC certifications in a way a single state's trade license doesn't.
B1 is just one certification in a much larger catalog. ICC offers separate credentials across residential, commercial, plumbing, mechanical, and code-official tracks (roles like MCP or CBO, often tied to a jurisdiction's chief building official position), each its own exam, rather than one combined test covering everything.
Once earned, ICC certifications run on a 3-year renewal cycle. The continuing education requirement scales with how many ICC credentials someone actually holds, from 1.5 CEUs for a single credential up to 6.0 CEUs for 11 or more (the same 6.0 applies to certain Code Official credentials specifically), and at least half of those CEUs have to come from ICC or ICC Preferred Provider activities, though those same activities can cover the entire requirement if that's where someone earns their hours.
This credential sits alongside, not in place of, the kind of code-related inspection work a QA/QC Inspector already does day to day; a QA/QC Inspector's checks against drawings, specs, and testing results are broader in scope, while an ICC certification is specifically about verified competency in a defined code, a related but genuinely distinct lens.
